You need to complete each even in the tournament mode. I don't think you have to win just at least get to the finals. The guest will appear and challenge you. Beat them and you unlock them.

Nah sega wanted to put her into the Olympic Games with the sonic family and I got to say sticks quite fits with the original sonic characters
