I feel like dodge build works better on Asura for PvP because you still retain high dmg and it somewhat covers Asura's main weakness which is it's vulnerability to get stunlocked even while invisible. Ninja already has more option to escape stun locks than every other class but has low dmg that's barely enough to kill most when on fire accessories. I feel Ninja needs fire to gain as much dmg possible to kill the priests since they're usually the best at doing that, wind set often compromises that niche. That's just my experience from trying out dodge set for Ninja.
