So Sorry for the late reply but this was during Anime Expo 2016. Naruto Cosplayers California usually post on their Facebook page the site of the gathering before so that if you do decide to go they will share a map where they do the gathering since its not always at the same place. It was on July 2 at 1 pm at gathering site #3 it was just a Naruto Gathering that was organized by Naruto Coslayers California
