I love how in the cutscene before you fight Toc-Man himself all of the Ghosts seem to love Pac-Man and they pay him more love, affection, and attention than Toc-Man and Toc-Man gets angry that Pac-Man is getting all of the love and attention so Toc-man attempts to murder Pac-Man for stealing “his” thunder and spotlight. Jealous much?
That's the whole reason Toc-Man was modeled after his real counterpart. With the reveal that he's actually a ghost named Orson who claimed nobody loved him, it can be implied that he's lonely and wants to have friends. Orson figured since everyone loves Pac-Man he would try to be him and replace him.
