it worked fine , but my problem is it was supposed to run an app and send some files to my drive , and it didn't , even though I tested this app , and it's an startup app, and my VM worked fine , and I couldn't figure why the startup didn't work even though the VM worked finely

have you set up some sort of crons or something on your instance?

Seems like the schedule is not able to stop the instance!
Did you try scheduling on a running machine and see if it restarts?
The audit logs show it starts the instance but no message for stopping. Thoughts?

When I go to the Instance Schedule, it says "You don't have permissions to view the schedules list". I can create a schedule but I can't select it and assign it to my instances. Any suggestions?

Your user does not have iam roles to perform the task.you need to talk to the admin to give you access
