it shows more clearly in the manga that hisoka actually noticed killua's facial expression change to like a realized face so hisoka knows that killua realized kurapika was the chain user so hisoka had to step in. to be honest that was actually one of the only times hisoka even had a drop a sweat showing.
Neon’s phone toy accessory is a small reference to the author previous anime; Yu Yu Hakusho. Togashi the mangaka always gives a different point of view when we talk about shonen. I like his style :)

Nobody tried to stop them because they were evil and needed to be stopped, or nobody stopped them because it was morally the right thing to do. So no they arnt villains
