Well he did rob a bank or two, helped to dangerous fugitives, caused major damaged to law enforcement vehicles and i am sure the ship had no proper licence
The most wanted list doesn't really rank criminals by the severity of their crimes, it's not a #1, #2, #3 type of deal. And if you go to the FBI site and check out some of the other classifications they use (wanted people for terrorism, narcotics, espionage, etc), you will find people who have done or can do way worse things than kill their families (Jose Villareal-Hernandez) or kill a teen and run off to Mexico (Alejandro Castillo), that's because it's not the worst criminals that make it to the list but the criminals that the FBI feels are an active threat to the public and could be caught by being placed in the public spotlight.

I am not sure who to credit, casting, or makeup for having the ladies on show be bad ass on duty, and stunning off duty.
Knowing now that Jackson knew about Nolan and Chen, make the whole "midnight run" a new subtext to it.
I loled when the nurse joined in on that group photo as well...
I like how the make a wish kid looks at Nolan when he leans into the shot. She's like "Really?"
What I like about one of the scenes I think it’s the third to the last one shown in this video is when the rookies got the news about being pranked into the “promotional video”, Nolan is smiling and is saying, “you got us good.”
And how West and Chen are worrying about how they don’t look good and it’s not going great, and all Nolan wants is a copy of the video
I miss Talia, Tim and Angela together.

You obviously didn’t see the entire episode. They arrested the guy that killed her and the other 2 guys were shot by the Captain before she died.
