Lo gracioso es que estaba mal instalado desde el principio, pero el que lo "arregla" tampoco lo hace correctamente, xD.
Si es lo que parece, ésos manguitos que instala, aquí en España los llamamos manguitos electrolíticos. Vienen por defecto con el propio termo y son lo primero que se les debe instalar tanto en la entrada de la fría como en la salida de la caliente, y después se pone la válvula de seguridad en la fría.
Es decir, debería haber quitado también la válvula de seguridad para poner el manguito electrolítico en contacto directo con el termo y después la válvula de seguridad.
Saludos pero no es qué está mal instalado se supone que no se así ?

Это тестер, а не индикатор. Он при замыкании пальцем на пятку горит на землю. Если светиться без пальца то напруга

пластиковые трубы нервно курят в сторонке - нас изолируют ! может они и облегчили участь потерпевшего, разорвав металлический контакт, но вода по прежнему проводит ток и человек пострадает. заземлять надо и ТЭН вовремя менять, когда он начинает пробивать

It is heater coil grounded. Replace heater coil. This adjust ment is not recommended.

Tool he is using lights green for continuity, red for live, this confirms metal parts are grounded to earth, this type of detector is not accurate in any way, a test should be made using test lamps for voltage indication or an accurate multimeter for voltage and continuity tests
Also it only lights up (makes a test) if you push the little button on the end....which he definitly is only not pushing at the OK test at the end :D
Lol. That electrified tank is basically in the shower stall. So your fix is to leave the shorted wire/element/thermostat as is .... in the shower stall !!
How to fix in 3 steps:
1) Dispose immediatly this white insulators in plastic waste bin. 😂
2) Replace the faulty heater
3) Invest your money in a earth system and ground fault circuit breaker.
Doing that no one will get injured or (worse) electrocuted!
