Mini Bag pattern
Chain 5
Rnd 1: 3 sc, (3 sc in the last chain), 2 sc, ( 2sc in the last chain) [10]
Rnd 2-3: sc all around ( 2 rounds)
Slip stitch in the first stitch
Continue making the strap = CHAIN 26 or chain to your desired length.
Slip stitch on the other side of the bag to connect.
Fasten off and weave in the ends

Yeah I was struggling with that part too but I think you just need to do 2sc once and 1sc,2dec five times and for the last one you just do 1 sc. Hope it helps ❤
