As someone who has worked on sets before, the usual is phones off. Not vibrate. A lot of those mics can hear a fly fart. We don’t hear it in this case, but everyone turns phones off just in case. It’s likely a rule she was breaking and he pointed it out.

Somebody in management decided to take her leash off, and that is when everything has gone down the toilet on the program. Nobody gives a damn about her hot sports opinion.
