If ever Treyarch were to bring ZC2 back, and had to for some reason release it on an older Call of Duty, they would release it on Black Ops 4, as it was originally intended for that Call of Duty.
No JC. Completing any game-ending Easter Egg counts as a win in Zombies. The whole reason they were added in was so that there was some way to "beat the game" in Zombies.
