    I am a care assistant and I’m expected to be absolutely professional and quite right too but it seems if you are a police officer it’s a license to abuse the public with no consequences

    She was out of control, charging around like a yappy dog spraying people seemingly at random.
    There is a reason police normally form a line and stick together in these situations, as the other officers did, it keeps them safe and they don't get isolated.

    The main point to me. Is that she "appears" to rush past officers who are currently dealing with the situation who do NOT feel the need to deploy PARVA spray. She draws her spray before speaking to any individual. And, having once used it then appears to be advancing down the street "Hunting" for fresh targets. As an ex prison officer, who has been involved in incidents far more violent than this one appears to be, I feel she seems to be a loose cannon.

    I'm only 4 minutes in and with the second spray she's the only police officer taking any action against people who are not physically aggressive. She's cooked.

      You are right, she is going for easy targets from a distance(pepper spray would lose its effectiveness)and pulling along some back up in her wake, all the time looking busy and that she is to the forefront, in reality she could of caused the situation to flare up uncontrollably....🙄

    I was under the impression officers had some training in de-escalating situations. Personally, I would call charging at people who are being no threat at all & spraying police issue pepper spray into their face is somewhat incendiary. Little wonder she ran back behind the line when she used the whole can! She should be prosecuted for this. Police brutality in practice.

    Daniel it appears that she was the only officer using the spray and as you point out she comes roaring in from the sidelines. She is clearly not in control of her emotions which for a trained law enforcement officer is not acceptable. As a LEO she has a responsibility to act in a manner in which she was trained for. In my humble opinion she needs to be fired for her actions.
    She agitated the situation and it could have turned ugly with obvious consequences.

The type who bounces into a situation, guns blazing, getting everyone else all fired up over nothing, and before you know it, she's stood back at the station saying, "I really don't know what happened?     In my opinion this officer is suffering from mental health problems. She shouldn't be expected to work on the streets as a police officer. She is going to get someone (maybe herself) seriously injured. I'm surprised after the 'abuse of the autistic female' that she is still working. Makes me wonder how many more times she has not been able to control herself.

    I was a police officer and was trained in the use of pepper spray when they were first issued to police and this was DEFINITELY NOT how you use them. No consideration for her colleagues due to wind direction and she was NOT in personal danger from what I could see. She appeared to be totally out of control. She looked like she was actually chasing after people with it!! Improperly dressed again with no hats so not in full uniform. Another disgraceful performance . But the bottom line is this was assault and it should be dealt with as such.

      @@greatgalar5772 No, they are all improperly dressed, and yes it is an issue because from a distance without reading what is written on the back of their jackets it is impossible to tell who they are. These days there are so many officials (and I use that term very loosely), who could be confused with a police officer?. Let me take an example. If one of those officers attending this incident were to see a vehicle which required stopping whilst being driven on a road and the driver failed to stop there would be no offence because they were NOT in full uniform. Not only that the officer would have no power to even attempt to stop the vehicle. Uniform MEANS full uniform, no ifs - no buts. I know what I am talking about but obviously you don't. That said, there are many incidents which could arise from the fact that an officer was not wearing a cap or helmet which could scupper cases at court due to incorrect dress where identification was at issue. I think I said earlier that if I were driving in my vehicle and a guy wearing a high viz jacket tried to stop me I would drive on and state my case in court. I would win.

      @@ts757arse Aggravated assault is still assault no matter what the level is. As I said, it is assault by the officer because the act was illegal in my view. Any officer attending a scene will make their own judgement as to the current situation, but as we can see by the video, no officer was in danger and neither was she. I could clearly see she was chasing by standers and spaying them and that was inappropriate. Any decision as to the level of assault will always be determined by the court or by the internal Policing Professional Standards.

      One thing to note though is that police sometimes deescalate by over escalating.
      It's actually a very effective tactic. Indeed it pretty well worked here.

      (1) It has yet to be decided if this is an abuse of power
      (2) This video at no point said this was excessive or unreasonable or unnecessary
      (3) We do not know what was leading up to the 30 or so second clip here, the crowd could have been violent, multiple people participating in violent disorder, one could have an honestly held belief or be put in fear of immediate violence requiring as much force as is reasonable and necessary to remove the threat and prevent crime. You don't know that and neither do we.
      (4) I bet you haven't done a single day's policing in your life, nor have you dealt with a public order situation before where anyone at any point could pull out a knife, petrol bomb, throw a punch, a brick etc...
      (5) Nobody was permanently injured here. It is most certainly de-escalating. It's bringing order to chaos where there's a crowd out of control and you need them to disperse. End of.
      So let's wait for the outcome of the investigation before we start calling for the ruining of someone's life for a few seconds of spicy water in someone's eye who are clearly loitering around a dangerous and hectic scene, potentially obstructing a constable in their lawful duties and committing public order offences.

      Actually, a couple of countries in the EU as well having a low police force, because of the working conditions.

      If you look closely at least one other officer has his baton drawn, so there was a perception of danger from this crowd. PAVA can be used offensively and spraying left and right is an authorised tactic to deal with a threatening gathering. The question is was it a reasonable use of force?

    Unfortunately this is what happens when you don't recruit on the old principles. Even up to 30 years ago the police were made up of people who looked intimidating but didn't act that way. Like certain other jobs it seems to have attracted a lot of insecure people who join to wear the uniform and have leverage over others in the only way they can. It just shows that turning it into an education based job does not work. You can't replace common sense with education.

      Insecure people: there was a special constable who patrolled in Bromley (Kent) High Street in the 70's. He was short, hunched and he swaggered. Notably, he carried a 15" long metal torch in his right hand.....even though the environment was fully lit! The torch was clearly his weapon of choice. Much sniggering as he approached.

      Exactly so. One of the reasons that police helmets were tall and pointed was to make a 6' 0" guy look like he was a 6' 5" monster. Sheer physical presence was enough to diffuse many situations. One look from an old school bobby was sufficient to command respect. Now that the police hire slight 5' 5" women they have to compensate for their lack of size one way or another. Some, like this officer, choose excessive aggression and the result is an increasing lack of respect for the police.

      There was an incident in New South Wales (Australia) some years ago when a Policewoman shot a man dead after he began to stab himself. She shouted Taser,Taser,Taser but pulled her pistol out and shot him. That could be seen as accidental but she then used her position to intimidate the paramedics who were present, demanding that they support her claim that he had tried to stab her. To their credit they refused and the matter was investigated with the outcome that her superiors ruled that she had done nothing unlawful or unprofessional.

      As teen at school I worked weekends at a mental hospital. A number of the nurses were psychopaths, they abused their power terribly. This officer appears to be completely out of control.     I worked in law enforcement for 25 years, the use of gas pepper or Cs could not be used in a building due to air-conditioning, it was to be sprayed on a person's chest area not in the face also we had to have access to water so the person sprayed could have the residue washed from their eyes. What I witnessed was over the top she had no need to do what she did, she would have been better to use her best weapon, her tongue

      (1) It has yet to be decided if this is an abuse of power
      (2) This video at no point said this was excessive or unreasonable or unnecessary
      (3) We do not know what was leading up to the 30 or so second clip here, the crowd could have been violent, multiple people participating in violent disorder, one could have an honestly held belief or be put in fear of immediate violence requiring as much force as is reasonable and necessary to remove the threat and prevent crime. You don't know that and neither do we.
      (4) I bet you haven't done a single day's policing in your life, nor have you dealt with a public order situation before where anyone at any point could pull out a knife, petrol bomb, throw a punch, a brick etc...
      So let's wait for the outcome of the investigation before we start calling for the ruining of someone's life for a few seconds of spicy water in someone's eye who are clearly loitering around a dangerous and hectic scene, potentially obstructing a constable in their lawful duties and committing public order offences.

      Agreed- her unreasonable and disproportionate action is more likely to create more tension. There again, I've seen riot squad with their numbers covered with gaffa tape punching a girl at a protest (the girl was no threat but swore at one of them).

      You ask an interesting question. As all of the other officers appear to be ready for trouble, but are keeping themselves in calm postures, probably in an effort to deescalate the situation, and while they must have been fully aware of the actions of the officer in question, why didn't they back her up or try to stop her? My guess is that they feel she's in the wrong. If they back her up, they could make the situation worse, and endanger their own careers. If they try to stop her in full view of the public, who are known to be filming the incident, they risk undermining the authority of all police officers, which, rightly or wrongly, is extremely important for the safety of everyone involved, the officers and the public, once an incident has begun. So, if I had to guess, they are quietly letting her destroy her own career because they want to be rid of her.

      True. If the crowd was aggressive but not yet violent, then the spray could have been a tipping point to them rioting and actually committing crimes they otherwise wouldn’t have.
      There are uses for PAVA. And there are time I would say the police could justify use of it even if they didn’t use it in those incidents. To me, with what’s shown in the video, this was assault with a firearm by the officer (PAVA is restricted under the firearms act).

    You mention that Police have been criticised recently for failing to act when confronted with large crowds calling for jihad or inciting racial hatred. I didn’t see a single Palestinian flag or mob celebrating rape and murder in Israel.. maybe that’s what the people who were attacked by this thug did wrong… they made the mistake of not being terrorists and of being white.       One can use reasonable force to restrain someone. Retaliation is considered assault. With retaliation comes pre meditation, which will get you into court. Never ever say you retaliated to an attack, always say you were trying to restrain them. As a young man who got into fights, I learnt the difference the hard way.

      I believe if you could prove that you believed that the officer was acting outside of the law an felt you were in danger, you could argue self defense and it would be up to the jury to decide. It would be an uphill battle though.

    The fact that she is the only officer that appears to be reacting with that level of force leads to to believe she was overly aggressive.
    The fact this is the second time in such a short period of time she seems to have over reacted leads me to believe she doesn't have the temperament or character to be a serving officer as she seems to react in an excessive manner emotionally with little to no provocation, this is very similar to how she over reacted to being compared by an autistic teenager to the teenagers grandmother.
