When a suspect has a Positive Mental health Test I'm pretty sure the game means the suspect passed the test. A Negative score means they have mental problems.
I had an immigrant friend (it's relevant, I promise) a long time ago in the US, she spent many years and eventually earned her citizenship. She was so proud of herself cause it was one of her life goals. A few days later, she died of a stroke from a blood clot caused by a sprained ankle some time before.... She loved visiting one specific open space nature park with her lovely dogs, so we paid to have a bench with a plaque in loving memory of her put in that park. ❤️
Did you read the details in the first page of the book that tells you the sentencing of different charges? It says all criminals with a mental health test of NEGATIVE are sent to treatment. You have it backwards.

I would like to see what happens if you let the judge's mental health drop to zero. That would match your real-life mental health near zero. Ha Ha just kidding mate! I'm sure your mental health is well above zero.
