The last phrase was, "I'll shift the gear here, we talk later." I'm not sure if "shift the gear" is a "code" to something else or just a way to say 'see you soon'. I guess that are just regular truck drivers hundreds of miles of each other using this satellite as a repeater, nothing related to criminal activities.

Reminds me of the old cordless phones that you could hear on any scanner on 49mhz. I'm more interested in how I can set up a listening station than hearing about how to transmit.

Civilians are allowed to own this equipment. They are allowed to build and launch repeaters on satellites too. Hams have been doing it for years by partnering with other planned satellite launches. They just don't have anything in geostationary orbit over the US, because it costs too much money. Unless you know a rocket scientist and feel like donating a few million dollars to build and launch a free and open repeater into orbit, it ain't going to happen. Also, even if it did happen, and nothing broke along the way. There would be so many idiots talking on it, that the whole thing would quickly become useless, and annoying. The only way would be to launch a geostationary digital repeater with multiple open channels and a large enough power supply to handle 24/7 operation across all of them.
Very interesting! I am a bit puzzled, though, by the choice of FLTSATCOM5 because according to the Fleet Satellite Communications System wikipedia page, FLTSATCOM5 was damaged on launch and has very limited capabilities. It says that it is usually 7 and 8 which are used by radio pirates.
I recently wrote a python script that automatically transcribes and translates (simultaneously, to English). Audio has to record in wav (which is the case for my sdr and websdr), but it can be modified. It's actually way simpler than it sounds as the libraries are already built for us.
I don't understand why aUS Amateur radio operator radio will be prohibited from using an abandoned US Navy satellite that was paid for using US tax payer's money?
#1: An Amateur Radio License only allows use of the Amateur Radio bands, not military bands. #2: The satellites aren't "abandoned" the U.S. military is still using them, any military traffic will be encrypted but the satellites pass through any signal whether digitally encrypted or analog. That's why these Brazilians are able to piggyback on them with their analog signals. Possibly interfering with U.S. military use of them. If they stopped functioning or were replaced the old satellites would get de-orbited rather than being left up there risking a collision with something else which would cause space debris. #3: You need permission of the US government to US government property. I'm not sure if there would be a situation where a private amateur radio operator with a "MARS Permit" (Military Auxiliary Radio System) would be asked to pass communications for the military through these satellites for the US military or if those permits are only for specific "MARS" frequencies.
