PS I did miss one thing! There is an end-of-season artifact compendium. For 30k gems (1.5k per pull) you're guaranteed 2 legendary artifacts (but technically could get more). It is very good value in terms of return on gems spent, however, the legendary rewards are random; they could be awesome, or they could be weak.

the question I came here for did not get answered. How large is troop capacity in a maxed legion heading into S2 and how large is it at the end of S2 with maxed policies? I'm in Brink of War between S1 and S2 right now and I need to know how many troops of each type I gotta train to fill a legion
There are, in fact, guarantees in the wheel of destiny. You are guaranteed to get 1 hero in your first 20 spins. After that, it drops to the regular rate.
