Pay him his fee, minus the costs you incurred trying to locate the car. The fee you had to pay your PA for that extra work, cellphone costs, etc.

I was once in a similar position, just get one Mr delivery guy in a bike to deliver something there and take the picture of your car,and so you know for a fact it's your car ,then get the tracker or someone to wait there and dont move and don't loose track of the car. The security guys at the complexes hmm, hmm the cost of getting tracker there , mind you tracker charges per hour. A counter invoice is what's due to your driver.

You should pay him and minus any "real" expenses incurred for recovering the vehicle. You have to take him to a civil case for damages for the "emotional damage". It's not rocket science.
