I have to say fluttering her eyelashes is quite rare but this did happen to me a few days ago. Normally girls will play with their hair, stare for longer than two seconds or smile at you being the most common. I have seen most of these things that they do, it's funny how men don't do the same, we are wired so differently.
Because men are expected to approach. While women are expected to attract. So women behave in ways that are trying to get male attention.
While men behave in ways that seek to win approval and increase attraction.

That's because there's no difference as far as when they flirt and when they're just being nice/polite or friendly. There's no clear indicator. We as men have to play the guessing game and become mind readers.
