unfortunately the specified tyre size in the 20 inch wheels (245/40 R20) make it hard to find all season or all weather tyres in some markets - tant pis - do your research next time Peugeot if you're interested in international sales of the 408 - I was interested in this car but I will not buy a car that I can only buy summer tyres for!
