This is actually Eclectic People by Meat Beat Manifesto. Oddly enough, I can only find this song in reference to this game. Not on spotify, not on any of the artist's albums, as far as I know. Their album, Subliminal Sandwich from 1996 features some very similar music, and even a song called *Electric* People. Not Eclectic. It sounds almost completely different, but uses the same set of instruments. Very strange song.
This game was a true badass creation. This games music makes it ten times more badass than Twisted Metal cus it used to freak me out in a good way!
