technically yes, but for DIY at home projects, I wouldn't recommend it due to the thickness, size and color available of foil paper available for standard inkjet printers.

it's subjective. Depends on the cost of your supplies and how much you value your time, if you're doing filled/ unfilled, or if the design is custom. I've seen them range from $1-4.50 per bag.
