What I don't get here is the FINAL SAMPLE SIZE... should be 383 minus 19... WHY? because of the Cochran's Sample Size Estimate, the result was 383...

Thank you for your question. But it is the minimum sample size, we can't take less than it. So we can consider 5% non responded samples.

The other formula is what we called CORRECTION formula, where we already have knowledge about the population
