Hon'ble Supreme Court of India should order all governors to take maximum 1 month time to pass the bill (if it is not a Money Bill, for money bill he can take 2-3 months maximum), if they can't do that then give reasons for not approving it and send it back to the state government.
Article 200 in The Constitution Of India 1949 is a old & blunt weapon, which is cleverly used by the Modi Government. Now it's a correct time for constitutional reform.

Is the SC not concerned about the Modi government selectively sitting on the recommendations of the SC Collegium for appointments of HC Judges, some of which have even been reiterated, and not appointing the recommendes as Judges of the High Courts.
When Justice Kaul, since retired, took up this inaction of government seriously and started fixing the hearing every week some appointments were made but suddenly the matter was released from his bench.
What does this show, that SC doesn't want to take the Modi government to task for delaying performance of its public duty.
