- A man who was apparently ambushed after being released from the Cook County Jail in Chicago suffered as many as 64 bullet wounds to his head and other parts of his body, police said.

Jails are usually county-operated, not municipal. That doesn't fall under the jurisdiction of the mayor, the jail would fall under the jurisdiction of the sheriff. It even says it right in the video title... Cook COUNTY Jail. It's not the Chicago City Jail...
