21:47 I'm pretty sure 2K15 does the same thing I'm not sure if you want to not have the issue you can turn the hard cap off, but I don't know if that necessarily qualifies as cheating or anything also if you look at the hard cap in the bottom left that should help
When doing rebuilds like this you might want to use the 2k a year ahead of the year you want to do. Tht way you can do an offseason rebuild and u get the proper progression of the rookies
