I found best deals in advance, close to time I book air tickets. The car rentals also have dynamic pricing that really swings each time you check. Also I book locations as close to Airports/Train stations as possible but never at them as they usually have surcharges at the stations. This worked for me in Paris/Lisbon and Frankfurt. AutoEurope is a good aggregator and will price match any cheaper rates you find after booking.
One thing I want to point out is that websites that give you the insurance if you are a foreigner traveling to the US usually save you a ton of money as many foreigner's I believe need insurance when renting a car in the US, and usually it's going to be around $40 extra a day to get CDW and Third Party Insurance when you arrive. Being retired I have the time to research, but for those who don't check out your suggestions. Autoslash offered my a price TWICE what I'll be paying in Oct. AutoEurope was much better, charging only $12 more per day than what I'm paying. I'll continue to shop around on my own thanks.

I have heard you say buying airline tickets from a third party can cost you more money. Do you recommend searching on a third party car rental company but buy from the company you are renting from? Thanks!
A ratherish better idea is trusting Taxis in foreign location for capacity to dispense travellers with; ease, convinience, and sure footedness -- cheap rentals can't ---one need not be perturbed over insurance, licenses, damages someone else is liable for---yet is discovered once you drive the rental, a whole lot of issues arise upon proper considerations.
When you say "at no risk", are you considering the risk of not being refunded or going through the hassle of calling the rental company to recover your money?
another tip: never book a car pickup at an airport. They're always more expensive. Take other transport (depending on what's available) away from the airport and pick up your car there. I did that last trip to the US and picking up my car half an hour from the airport (my uncle picked us up, so I searched for a location near his home) cost about half of what the exact same car would have cost at the airport.
