Not quite. Base isolators are kind of dormant to high-frequency waves. While dampers start acting as soon as there is some external disturbance that kicks into the system. Without deformations, there is no damping.
I have a doubt. If at 15:17 you said that frequency of the water is = frequency of the structure...wont that create resonance?
The water's vibration is opposite to the vibration of the structure.. so it's sort of like opposite of resonance.. it acts as a good damper.
