Actually, strictly speaking according to the the rule, it's not a goaltending violation. For a goaltend the ball must have reached the apex and inside the cylinder of the rim. This is one of the most misinterpreted rule in basketball because most people think that when the ball is blocked after hitting the board then it's an automatic goaltend. The ball hitting the board has nothing to do with goaltending.
