They are short pop-up messages that show for a second or two and then fade away. So, it is very hard to locate these elements. If it is your own applications then you can take developer help to find the location or HTML they used to construct these type of messages.

Hey I also have the same scenario tool tip msg appear for few second and after that fade away but I try using getText and get attribute also but no work

How it is different from tooltips message which comes for only 10-15 secs?
Y you have not used actions class here to handle this challenge,like mousehover,and get text?
