So whites and non whites were at the begining stages of integration and all races in the country were not fond of each other. This was the first time were all South-Africans were seen as and treated as equals. Can you picture that a white South-African must submit to the authority of a non white South-African when all they had ever known was that non whites were deemed lesser citizens and now they are faced with the reality that they are now equal. Hence Leon lets the black guy through without paying to push the buttons even further to evoke rage in the white guys. Its a brilliant depiction of stereotypes with a slight hint of comedic racism.
