Vulcaroth came out when secret skills were first added to the game (right after 1st anniversary, at Christmas). He was a test of what they could be like... Instant poison storm to immediately set up double poison eater.
His play pattern was accelerate team -> instant poison storm -> double poison eater -> bloodthirst.
At the time, sweepers were nowhere near what they are now. You could safely take time off to accelerate team. Poison was also among the top of the meta with the likes of the auto-poison monsters and Banedragon, all of which were slow. Vulcaroth is an attempt at a poison support monster that could either do the play pattern I described above, or dual poison touch to set up the others. It was the fastest poison monster in the game, so that support was genuinely good.
Unfortunately it was really only 6-12 months before that poison setup was out of the meta (Chromera and Cyclozar came to handle poison and TT) and Vulcaroth became too slow to stand by itself.
Ages later they added passives so now it can sweep on the first turn, not too shabby when it's got decent speed. However, as you say, other monsters simply do it better because the damage is lacklustre, poison entry unreliable and TU too high. Vulcaroth is a relic of a short-lived meta over 7 years ago.
Wow I forgot how old of a monster he really is!! Thanks for the insight KD, kinda of a shame to see him fall by the wayside
