They have played them in zero of the domestic cups, they have won a league title when City were in transition. In all the seasons City have been on form Liverpool surrendered the lead and league in those seasons!
This rivalry pales in comparison to United/Arsenal or Chelsea/United who legitimately took trophies of each other in the league and in the cups.

@@Dagali094 Pep wasn’t challenging in 2016. He won his first title in 2018 and 2018 Klopp was comparable if not better than today. They got to a CL final and then in the next two seasons got ~195 points and won a CL

Arteta will surpass Guardiola. This is only his first managerial position and already he’s taken a mid-table mediocre Arsenal side to the champions league quarter finals and competing with Man City and Liverpool in the league.
He already made a lot of changes to that side and spent a lot of money. Arteta is clearly a great coach but at this point comparing him to the Goat does not make any sense
