The reason for the dogs not being allowed is that, during the Civil Wars then, when the warriors hide in the bushes waiting to attack their enemies, dogs sees them and start barking and this prompts their enemies making them aware of people hiding in the bush
Dogs are not allowed in most towns because, in the olden days, during the wars, most towns tried to run away from the enemies and at their hide outs, the dogs bark at night revealing their hiding places getting their people killed. Most dogs were killed and the rules were made not to breed dogs in those towns.

My late mom spent her teen and young adult years in that area and said something like snow or close to frost is usually found on higher levels on those mountains
