That's an MFSK signal, Multi-Frequency Shift Keying. There are a bunch of different protocols, I couldn't tell you which this is by ear, but they're all super robust through interference. Many of them are quite slow, but can be copied 100% even when the signal is below the noise floor. Neat stuff.
It's two people...at least...a pile up...a voice transmission (SSB/USB) and a digital mode...probably JT65...likely too far away to hear each other so they step on each other but, this radio hears them both, overlapping...nothing creepy...just radio is cool...73s d3 AC3FB...

Not joking, i sampled the beginning of this frequency for a beat. Cut it, looped it but when i put it at half speed then Pogo'd It a voice became audible in slight static and said Some jumbled Words then after says Can you hear me? Scared the shit out of me lmao
