NC MASSIVE TROUT Fishing Backwaters

I Got alot of short strikes/ tail hits but none of them committed, my friend Jon who owns the boat got his PB trout though. Maybe next time. I honestly felt like i could fish any slower than i was, i tried about a hundred different retrieving cadences, we went to spots loaded full of fish but they just in general had lockjaw, winds were NW 15 mph we had a light drizzle run through mid day, water temp was 59.7 pressure had been dropping but pretty steady
