I understand that if you were to say these terms in a Japanese way, it most likely would be closer to those two. Also, I do want to point out that if you declare riichi, you will automatically discard any drawn tiles until you draw your winning tile or your opponent discards it.

I would say that Richi isn't Uno but a double down in BlackJack(?) where you bet something and it's high risk high return. Uno state is probably what you call Tenpai
Well it's a little different because in Uno everyone knows you have Uno (let's ignore the twist of deliberately not declaring Uno...). In Mahjong you can be in tenpai secretly, and can stay in tenpai indefinitely (well, until someone wins, but this is a valid strat if the wall is running down). And of course sometimes your hand is trash and you need to call riichi for it to even count, so it's a little more subtle than a double down. Not sure I'd describe riichi as "high risk high return"...it's only one yaku after all. The biggest downside IMHO is that good opponents will defend and not deal into you but may have if you hadn't called it. The 1000 points cost isn't huge assuming you have decent chance to win; of course it is more risky if you are waiting for a single tile and/or close to the end of the round. Of course there are lots of players that pretty much always go for calling riichi whenever they reach closed tenpai so it feels sort of like Uno when that happens.
Actually richii can be a lot more than 1 yaku since if you win off of an richii you get the access to unearthed dora which is the tiles beneath the dora indicators which then act as extra dora indicator, which then give you chances to score even more dora if you are lucky. Beside that there is also chance of ipatsu (first round win after declaring). The risk is less of the 1k points bet but more that you cannot choose what to discard after declaring meaning you cannot defend against other players at all.

Not sure what it says about me. But I immediately recognized the mahjong soul bgm. Getting into gold rooms there was so stressful. Some of those people are actual anime protagonists, like single tile close waits after a turn two riichi that someone always plays into despite one tile being a dora and the second already played. 10/10 would recommend.
