Regarding the excessive hesitancy at the 4 way stop in the beginning might be due to the parked car on the left. It might obstruct its view from the left, and if you look at the visualization the creep wall disappears and the car proceeds as soon as front end of your car clears that parked vehicle.
Unfortunately the same thing happens coming from the opposite direction (even when no parked cars are around the intersection). My suspicion is it does this because the lane to the left is on a hill and the ego car can't see all the way down (until its half way in the intersection). Even so, it's a 4-way stop so after pausing for a solid second (plus slow creep behavior) it needs to commit & proceed.

Personally I’d rather the car slow down going over railroad crossings rather than flying over them. Same with speed bumps.
I'm fine with slowing a bit but no need to try and come to a complete stop like it wanted to do here.
