Billie just gave an interview a few hours ago where she said this song (just like basically all the other ones) was written by the two of them and it was 50/50. Also finneas is the only one credited as the producer (you can Google it if you want). Billie is not a producer but she's there during the process of finneas producing the songs. The only thing billie produced that we've heard was the outro of bad guy
