Maybe because in this world, democracy failed, with exceptions like France and some of the former colonies, and so many states are turning back to monarchies so that they don't suffer the same fate

My guess is that the people lost hope on the republic when the "United" States falls apart. However even still is quite unlikely as since the 13th colonies, it has a democratic governmental structure and tradition.
