In the near future and even now this would not be a problem by merely changing to LFP and Sodium Ion Batteries, and eventually Solid State Batteries. These are the newest technologies available that are already on the market for many battery storage applications. Check to see what is going into the new plant and if it is Li Ion then the concerns are warranted.

It's just that there is still enough Li Ion manufacturing going on, it will take another year, maybe 2 or 3 before all you hear about is LFP, Sodium Ion and other hybrid chemistries. These new techs don't require rare earth metals so Li Ion will phase out naturally because it will cost more for the same amount of capacity and charge time.
Who will pay for them if you force San Diegans to install them? Paired storage isn't cheap and there is such a thing as disadvantaged communities. Easy to say "force San Diegans to install" when you have the income for it. How do you expect people of lower socioeconomic backgrounds to install these? Even within the energy industry we acknowledge an issue of equity where much of these moves toward an all electric grid can be easily adaptable for those of a more affluent background, but not necessarily the case for disadvantaged communities.
