When Modi came into power in 2014, then onwards he had clear cut strategy on Indus water treaty to punish Paxtan's proxy ongoing war. He has already replaced Paxtan's low scale proxy war with India's water war, economic war, foreign policy war etc etc, the cost is tremendously increased so that Paxtan can not afford to continue this proxy.
Yes the so called Indus treaty must be abrogated. When Pakistan is not following civilized approach for India & encouraging Terrorism including all destructive polices against India , then we are not bound by any international law to obey unreasonable treaty made chicha Nehru in fifties. ONE IMPORTANT point that needs to be stressed is that internationally recognized aspect of any deal/agreement is that there is an equal CONSIDERATION (i.e. there's a 'give' and a 'take'....else the deal is considered invalid to start with). In Indus Water Treaty India laid FRIENDSHIP from Pakistan as it's CONSIDERATION. The fact Pakistan waged 3 wars after the treaty was signed and promotes terrorism is enough for India to say that Pakistan didn't live up to it's part of the deal and hence 'deal is scrapped'. Note that in India's notice to Pakistan, India also put 'Pakistan's promotion of cross-border terrorism' as one of the 'Fundamental changes'

International treaties are not absolutely binding, any country can pull out of any treaty. The consequence of doing so are passive, like being cast out of certain groups or your credit ratings going down in case of breaking a financial treaty.
