@hdtvtest made a video months ago about the 2023 LG OLED TV, claiming that GSR and TPC cannot be disabled due to limited access to the factory menu, which seems to be disappointing for a lot of people. However, this video shows the correct way to get rid of the annoying Static Dimming on the G3 and C3 using a certain process.
get into secret menu (factory remote): P-ONLY key - enter 0413 - wait for reboot - EXIT key - INSTART key
exit the secret menu: MENU key - wait for 30 seconds - HOME key (original remote)
    00:00 Intro and the hype
    00:41 Normal method doesn't work
    01:11 Get into factory mode!
    02:01 Turn off TPC/GSR
    02:37 Exit factory mode!
03:10 Enjoy the TV without ASBL

Important: This video tells you nothing about what comes after. Next time you restart your tv, you get a big factory mode box hovering on your screen prompting you to go back to user mode. This will reset ALL Settings. People like me who have followed reddits guide to use the tv as a monitor and change a billion setting on the TV, will have to do all that work again, however you can press the menu button to load for 30 sec and go to you input, but the dimming and GSR anr TPC will be on again, so you need to change these settings each time you turn on the TV, its very annoying. On the latest firmare the Dimming is less noticable, except when you open a full screen bright window, my workaround is to just have browser and windows in darkmode, then it becomes less noticable. I kind of agree with Vincent on this one, as the TV will revert these changes each time you reboot its not truly working anymore.

There are a few final steps missing here that should be mentioned. Every time you power on/off the LG after those steps it will start into the Service mode by default. You must then press the green button on the remote that came with the LG 7 times. It literally tells you it on the screen. This will reboot the LG back into "User" mode. NOTE: Your LG will now be COMPLETELY reset into the original power-up mode. This means any calibrations or settings will be gone and need to be re done. Kind of important to mention.

We recently purchased 3 LG OLED EVO G3s for the studio here and of course the auto dimming was a major problem as the monitors usually have still images in them
So we wer so glad to find this Video - Thank You Neon
Important to note - follow the steps exactly as shown in Neon's Video and it will work. DO NOT follow prompts on the screen.
BUT as several people in the comments have pointed out - if you power off and power on again the monitors will come up in Engineering Mode
DO NOT press exit or Green buttons 7 times this will do a factory reset and wipe out your changes Do NOT press INSTOP it will do the same
Instead exit the way Neon showed us
On Engineering Remote Press Exit (screen will go from White to Black)
Press Menu and wait 30 seconds then on the Standard remote press Home button (Once the on screen mouse appears it's ready)
I've tested this several times and it works - remember as Neon said - since you were in Engineering mode - the picture mode will be in Vivid - you will need to change this to you desired mode
    Happy Viewing

2:10 DO NOT turn off System 1 > Dimming, otherwise you won't be able to adjust OLED pixel brightness. This has nothing to do with LG OLED self-dimming. If you turn it off, be prepared to sear your eyes at night.

The approach in this video means you have to stay in Factory Mode which is not ideal to say the least, here is how I solved this:
    1. Download ColorControl to a PC on the same network/WIFI
    2. Ensure you are able to connect in CC to your TV (test Turn off/on screen)
    3. Enable Expert - Advanced Settings, you will now see in the Expert Menu "Enabled Full Service Menu"
    4. Click "Enable Full Service Menu"
    5. Click INSTART on your service remote, now you can Turn off TPC/GSR
    6. Click INSTART again and you are now not in Factory mode and these settings will save even after a power cycle

My 42" LG C3 (used as a PC monitor) definitely always does "auto-dim" after about 3 minutes of no activity, even though all Power Saving features have been turned off.
I purchased this panel about 3 weeks ago from Amazon so there's no way for me to know how old the panel is, but it's not calling for a firmware update.
I did perform the operation described in the video, and this stops the auto-dimming function.
I can confirm that the panel stays in Factory Mode after the operation, but I can live with that.
    *EDITED TO ADD:*
No, I can't live with that. If the TV is turned off, all of my calibration goes away.
*LG needs to fix this ASAP.*

Im noticing the flags in your service menu. The same flags my CX had after a main board replacement when the factory white balance/calibration was lost, and i had to calibrate the TV on my own dime, as LG doesn't, or didn't seem to think calibration was necessary. The TV did indeed perform worse than it did with the original SoC.
So if this procedure is doing the same thing, and causing the same flags, than thats kinda important to inform people of. This very well could potentially ruin your warranty.
The webOS 23 update hit my C2 the other day. I went ahead with the update, and now lost access to TPC and GSR without a work around like this, one that i will not do.
I'm curious what happens when you have TPC/GSR disabled and update to webOS 23... Do those settings stay off, or are they reset with the update. Truthfully, I can't remember if I had it enabled or disabled. I will say tho, having it enabled didnt bother or distract me nearly as much as my CX did. The CX would dim terribly during those long dark HDR scenes. The C2 just never did it aggressively to the point it bothered or distracted me. I did have TPC/GSR disabled majority of the time, but I'd often turn it back on, just to see if I'd notice... and i truly never could as long as logo luminance adjust was disabled.

Worked on my LG C3, but now everytime you turn on the TV it starts up in Factory Mode and Dimming on the HDMI input is turned back on. The OLED adjustments are still there but Dimming turns back on the HDMI input. IN STOP will reset the TV to Factory settings and delete ALL your apps and adjustments. Hitting the GREEN key on the factory remote yielded no result for me. You can hit HOME on the original remote and it will take you to your home screen. and work normally, but you are still in SERVICE mode. Contemplating just resetting and forgetting the adjustments.

Hi, Neon. I have "fixed" the FACTORY MODE menu that shows if you turn off dimming on the C3. The "fix" is to always have the menu come up when you turn on the TV, but then press Settings on the normal remote control (not the factory one). After it loads settings for 30 seconds, you can then hit Input and choose which input you want, and use the TV normally.
Maybe an idea for a video? Since everyone who buys this TV will have this issue.

You can do it without staying in Factory Mode, here is how:

Never ever put your LG TV into Power Only Mode, to give such a recommendation is extremely bad advice.
This mode has various side effects and sets settings that can only be reset with an IN-STOP command, which is also a command that should never be executed by a normal user.
All the permanent red NG (not good) service menu flags you see in the video should be a warning to everyone that things were done with the TV that you should never do. Needless to say, LG will not honor any warranty claims for such a TV.

It fixes the dimming problem yes. But this guy on the video leaves the TV in service mode. That is his trick. He never pushes IN STOP on the remote. And if the TV is in service mode then the switching OFF/ON procedure is a little gimmicky, because you always have to push HOME on the user's remote and wait 30 sec and then push HOME again and then select your HDMI/PC input. Switching your TV ON procedure is a little long and circumstantial. I name this error, LG engineers are not the most clever ones, the internet is full of "OMG...my LG C2/C3 is dimming my PC input in every other minute" complaint. Can't they read? They don't fix this.

Does anyone have a link of what the proper steps are for disabling these dim modes, but being able to use the TV like you got it out of the box and able to use user modes and such? Just want to disable these settings, but have my TV out of the box normal too..... Also how do you clear logs that you messed with this? To make sure it is back to normal settings like it was never touched

Vincent already knows these tricks and many secret codes that you don't need the special remote for.
He simply can't share that info cause he is bound to contracts that prohibit him from telling the consumer.
