It is!! At least, in terms of anyone being able to get into it (rather than the effortless part... that comes with a lot of practice!). But making music with software is so accessible now, and it can be so much fun and a really cathartic outlet. You don't have to be good at it to just enjoy the creative process. Ultimately, there's only one rule with music: does it sound good? If it does, then it's good (if only to your ears) 😅

It’s the reason why sometimes even amateur musicians can make very catchy and complex songs, by using this principal. Man, pedal tones are underrated. It’s fun to hear the harmonic interaction between just one note (usually bass or high note) against a changing background of chords and stuff.

I have been teaching myself a very basic DIY version of music theory for about half a year, and when I first found what I like to call "Contextual chords" I was surprised I hadn't heard anything related to changing backing to contextually shift melody in any sort of music tutorial I had seen before

These are some of the things I've done and "overdone" so often, without realizing it's actually a good trick. This completely blows away the imposter syndrome out of me. We should always trust our instincts, even when we think we are not good enough. My advice: Keep doing it, keep working, your talent will show up.

I noticed the old version of Megalovania from the Earthbound Halloween Hack does this, but every version after that has the first 2 notes move with the rest of the song.
A long time ago I didn't know much about music (I still don't but I know way more) and I really liked a track which used this trick after approximately 5 minutes of the same melody over non moving chords. After some time I finally understood why I liked it so much.
looping the same melody-fragment over changing chords is a great way to sneak in chords that would normally lie outside the key you're writing in. repeating a familiar line might be the key to an unexpected place

1:00 Eh, tbh I liked it better when it followed the chords. Probably because it's more of an accent to the chords instead of an independent, constant sounding part of the song like "Birds Of A Feather"'s melody.
Linkin Park were masters at this. Even when they did change the melody to fit each chord, it might end on the same note every time, creating (like you said) a desperate feeling that fits their themes so well. Doing the same thing over and over to try to get somewhere, but nothing actually changes. Powerful!
this reminds me of a nice song called "safe room" by nicopatty, it's super catchy and whenever i tried learning it i always realize how it's the repeated melody that makes it so catchy, thanks syn for the tip!! :D
