Sir i can try to new account open first time OTP canes same mobile number and same email but 2nd time i try to open account but not came OTP. What is this problem?

Normally there is no any issue may be you are useing two sims in one mobile because of that network issue can happen. Otherwise there is no issue you can try more times for opening account.

I tried to creat but it is showing your mobile banking access is blocked.is their any option to open my access.
Yes it is very easy just call to call centre and ask them to open mobile banking access and then try again

Make sure you internet mobile banking is Unblocked if not call to call center and unblock first.
how to get my debit card any idea
I forgot my password and tried 3-4 times with wrong password, then my account got disabled I have no debit card now how can I reactivate my account

If you open account two weeks ago and didn't get Debit card.
First check your account is active or not.
If you are receiving emails or msgs from DIB to resubmit Documents then resend or upload on application.
If your account is activated then check with aramex courier service by call or check with DIB help line.
Also can visit to any dib branch to re apply a new card.
