The answer is road gullies, underground sand traps to catch sand silt, disadvantage is maintainence, they would need gully cleaning machines to suck sand out. No maintainence underground drainage would be a No No.
When will the Kumasi-Accra road , the busiest highway in Ghana, be made a dual carriageway? Why are we not hearing about that project. The only news we hear from Acc-Ksi road are head-on collisions with hundreds of fatalities. Oh Mother Ghana!

Foot bridges are expensive, arkward for disabled, it can add nearly 100m or more. The use a traffice sensing traffice lights, cheaper, have speed cameras to record traffice number plate recognition. Even with a bridge people will still cross the road.
I feel sad for Nana Addo and the current NPP government. So what were the other governments doing, especially NDC who were in power for 8 years. I think Nana should use the next four years to develop just roads and not stress himself. I feel he is putting too much pressures on himself.
