They're the adults, if they truly care as the fics insist they'd pull him out regardless of the dumb kid crap he's insisting on doing and get him a better learning environment while also at least ATTEMPTING pursuing legal recourses against the school(s) for breaking not only their own policies but also a few laws (I'd assume) Like dayum my dude, they literally be having these "caring adults" complicit in child abuse/endangerment and a LOT of the time never properly address the issues with the schools and minor (prejudiced) criminals in the making. Kinda sucks the fun out for me but maybe that's just me? To make it crazier in this one Izuku has a handful of heros on his side AND Inko is a successful lawyer, all of whom know something fishy is afoot and that he's regularly bullied yet so far none of them have been described as investigating whats going on or doing anything about the problems as responsible adults...at least from what I remember...i did take breaks in listening lol
Thanks to the fanfiction author who at the least got Izuku started on hero training with an actual combatives hero aaaaaaaaaannnnnd to stop calling Katsuki "Kachan"!!! Only 12 minutes in but those two things brings promise🙂
