As your painter was saying, priming is necessary even after skimming. Primmer is different from paint coats too.

But there are paints that are already mixed with primers so no need to prime and then paint
Yes you are right, some paints contains primer. But the question is " is it enough?"
Can walls be sanded before painting to make them smooth without skimming?
I believe you can do it either ways
