My theory: the chameleon circuit isn't malfunctioning at all. What is different with the Doctor is, while most Time Lords want to sneak around unseen, the Doctor wants people to know he's there to help. He needs a symbol, and the TARDIS has become that symbol. And what better symbol could there be, than a blue rectangle with a light on top? It's simple but unmistakable. You could see artwork on a thousand worlds with a blue rectangle and light, and you'd know the Doctor had been there.
WITH THAT IN MIND, listen to Matt Smith's explanation about 12-dimensional maps and such. He's describing what I've just laid out. He just doesn't realize WHY the TARDIS is choosing the police box shape.

I think you´re right. When he traveled to the oval office, he made the Tardis invisible. Why would he be able to do that and not be able to repair the camouflage function?

The Tardis - brought to you by the Sirius Cybernetics Corporation, makers of the Nutrimatic...
“After a fairly shaky start to the day, Arthur's mind was beginning to reassemble itself from the shell-shocked fragments the previous day had left him with.
He had found a Nutri-Matic machine which had provided him with a plastic cup filled with a liquid that was almost, but not quite, entirely unlike tea.
The way it functioned was very interesting. When the Drink button was pressed it made an instant but highly detailed examination of the subject's taste buds, a spectroscopic analysis of the subject's metabolism and then sent tiny experimental signals down the neural pathways to the taste centers of the subject's brain to see what was likely to go down well. However, no one knew quite why it did this because it invariably delivered a cupful of liquid that was almost, but not quite, entirely unlike tea.”

And this is how someone falls in love with Amy Pond -- or realizes they can't stand her, I guess . . . but who wants to hang around with _those_ people?!
