Are they necessary to configure? are they related to that X mark next to my name when i'm in game ? i'm new to league and just got to level 20 and i'm wondering if these will help cuz almost everyone has something else next to their name while i got an X :(
You really want to use masteries, since they provide an advantage vs not using them. Getting what's best for your champion increases your potential to do your job better (deal more damage, be more tanky, etc.). In game "X" may be shown if you have no key-stone mastery equipped (the bottom last mastery), which is the most important one. You can hover over others key-stone in TAB, to see what it is and read it's description. Usually those who haven't reached level 18 yet, don't have that mastery and "X" shows that either you are below level 18, forgot to take it or really just starting out and enemies may bully you specifically for just that. If you don't know which to pick, i would advice going for "Thunderlord's", as to not taking anything. You can sort champions by "roles", head to League Wikipedia leagueoflegends.wikia.com/wiki/League_of_Legends_Wiki , or go to "Play" -> "Training" -> "Practice tool" and test your champion. Mages usually run Thunderlord's, attack damage champions Fervor of Battle and tanks Courage / Stoneborn (which is more user friendly). What you are looking for in game are those numbers on your Abilities, if they are orange, it scales with Attack Damage (fervor), if green with Ability power (thunderlord's), if yellow/purple with armor/magic resist(courage/stoneborn). It also depends on other things, but this is some basics.
Thanks for the reply i'm already level 21 and i looked up for Annie's best mastery since she's my main for the moment and i found them but i still dont have enough points to complete them all yet, at witch level should i be able to complete them and get that icon near my name? since it seems like i'm in a disadvantage cuz almost every one i play against has it but i still manage to get kills and win and sometimes even carry
You are able to unlock the last mastery at level 18, it takes 18 points going in 1 tree to unlock. Annie is a burst mage and uses Thunderlord's to give her more burst, also she is one of the most high damage dealers mage in the game. If you lack points, you can remove all masteries from other trees with right mouse button, or clear the whole page. By the way, if you want to put 1-4 points in a mastery that has 5 points avaiable to it, use mouse scroll wheel. Another tip, annie players often run around with stun ready, it's useful to have it if a jungler comes to gank you or you looking for a target to deal damage/burst down. (you have that indicator of spells cast above your champion, you can spam E for cheap stacks).

Utility as a supportive/helpful masteries, that provide something for your team or give some benefit to yourself, like stronger heal/shield power or extra mana regen. If we look at the masteries, there is 6 lines for each tree and you can pick 1 from each line: Ferocity has only 2 lines that contain some utility 2nd and 3rd. Cunning has all 6 lines with utility options. Resolve has 3, 2nd with only giving movement speed, 4th reducing summoner spells cooldowns and 6th healing allies. But since Ferocity provides Insignificant utilities, it may be considered full offensive tree.
