I think let people do what they do. Maybe he’s new, he has an of day irl or somebody’s dead in his family, you don’t know. I think its fine to say ‘I think it is unfortunate that the cop didn’t join in with the rp chatterbox created’. I think just plainly saying someone sucks at rp is rude, but you can say what you want. It is the internet after all.
