  • Vehicle involved in various violent crimes and a hit and run. Info was that suspect were with the vehicle but the suspects abandoned the vehicle and fled.

    Hi....Firstly guys well done...great job...its so refreshing seeing good honest policemen...who put there lives on the line for the safety of their fellow countrymen...I have had a really bad experience with corrupted policeman which lead to me being convinced for something I did not do..It reunited my life..even lead to divorce... All bacaus of these police who didn't get what they wanted...that's 5 years ago and I'm still picking up the pieces of my life..along there thing is that my girlfriends car was stolen about 1 year back...We have had no contact from the local police since then...I wonder if you guys can be of any small assistance please...

    EMERGENCY LIGHTS ON SECURITY VEHICLES AS PER THE NATIONAL ROAD TRAFFIC ACT
    Below are the different kind of lights used by Police Departments, EMS, Fire Departments and even Security Services and Construction Companies.
    In the beginning when light bars were used on vehicles as warning and notification signal lamps it was the ROTATING LIGHT SYSTEM that had a static white lamp with a reflector on gears rotating around the lamp reflecting the light in the different directions. Then as technology progressed the STROBE was introduced. A strobe light is not a permanent lit light that shines permanently it however is short flash of light that is created by the controlled electric discharge of a gas in a vacuum tube. This is NOT the same as its predecessor the rotating light. Strobe lights are still very commonly used in the headlamps, fog lamps and rear tail lights of police and EMS vehicles. As technology progressed the LED - Light Emitting Diode - lights saw the light. They were more cost effective and durable and even much brighter than the rotating light and even the strobe light. Because of their intense brightness these LED lights could not be use without being diffused. They were placed behind a diffused plastic cover to diffuse the light.
    These are the three different kinds of lights that were and are used as warning signal and identification lamps on or in vehicles. This brings us to what the law says about which kind of lights may be used by the various services. I am only going to cover the Security Industry because of the issues this industry faces with a few law enforcement officers and their interpretation of what the relevant law means.
    National Road Traffic Regulations, 2000
    176. Identification lamps
    (7) A vehicle-
    (a) owned by a body or person registered as a security officer in terms of the Security Officers Act, 1987 (Act No. 92 of 1987); and
    (b) driven by a security officer as defined in section 1 of the said Act in the course of rendering a security service, also defined in section 1 of the said Act, may be fitted with a white lens bar containing a lamp or lamps emitting an intermittently-flashing diffused white light in any direction, and containing a notice illuminated by a white light containing the word “security” and the name of the owner of the vehicle in black letters: Provided that the said lamp or lamps shall not be capable of emitting a rotating or strobe light.
    Find the definitions for the various words within the said act.
    Meaning of "white light" - apparently colorless light, for example ordinary daylight.
    Meaning of “lens” - a piece of glass or other transparent material with curved sides for concentrating or dispersing light rays
    Meaning of “Intermittent” - occurring at irregular intervals; not continuous or steady.
    Meaning of “diffused" - to (cause something - light - to) spread in many directions diffused.
    Meaning of “Rotating” - move or cause to move in a circle round an axis or center.
    Meaning of “Strobe light” - A flash that produces high intensity short duration light pulses by electric discharge in a gas"
    Meaning of “LED” - a light-emitting diode (a semiconductor diode which glows when a voltage is applied).
    Taking all the above into consideration with the various definition, I understand the said act to allow the use of the modern or new generation lights that uses the LED technology. These light bars are white lights and they are diffused as is required by the said act. These bars depending on the configuration are able to flash in any direction as is allowed by the said Act.
    Each company or user must just have the word SECURITY and the name of the vehicle owner displayed as is required by the said act. The new technology is NOT strobe technology and is thus not illegal.
    This is my submission and my understanding of what the relevant act says. When the court has to judge it looks at a few things that make an action illegal. Firstly it looks at the law itself that will describe various crimes and the requirements for certain acts to be criminal. Was there intent to commit a crime? Definition that makes a certain act criminal is also very important. It is the law and the application there of that keep society from falling apart. Law enforcement departments have a mandate to enforce the laws of the country and can only operate inside that mandate. If they are not properly trained in the interpretation of certain laws then it is their responsibility to educate themselves before accusing the citizens of contravening certain laws. Personal interpretation of laws is of no importance neither is what the law enforcement officers think the law means necessarily lawful. If they believe they are interpreting a law correctly then they can act on it. However if they made a mistake and the person or company who was wrongly accused and suffered any form of damages has a recourse against the said law enforcement department even a personal action against the individual officer. Therefore it is so important that the law enforcement officers know the law they are tasked to enforce. If they are not sure about a matter then they should take it up with the Department of Justice or their respective legal departments.

    Although not 4K quality it’s decent quality. The problem is that the camera is focusing on the interior of the car instead of the exterior.

      Im not sure about the laws for sirens on security vehicles but I know flashing lights and sirens are illegal in general public vehicles

      In South Africa, only registered ambo's and police vehicles may have a siren. As much as I agree that Mr. Koen needs a siren, it's not really legal. His flashing lights are illegal but they are overlooked as it helps him help SAPS but a siren may be pushing it a bit far as his company is only really a "security" company.

    Is the recovery of stolen and hijacked cars mainly the responsibility of white policemen in South Africa? I see very few black policemen in these stolen vehicles squad cars.

      Everybody even police are subject to the traffic laws. There are however provisions made for certain situations within the law. We are governed by the PSIRA act and also the Criminal Procedure Act read with the schedule 1 offences and even a part of the police act and the Road Traffic Act. Then there is also something called the constitution of the country. It is generally a good idea to go google the procedures and allowances. Imagine if you are chasing a hijacked car and it goes through red traffic lights and you must stop and wait for green. Not gonna work. YOU MUST HOWEVER CONSIDER SAFETY FIRST AT ALL TIMES

    I will make their rides. A pickup truck with 1400 H.P. and a piece of steel railway track on the front to ram the cars who don't move out of the way. And each person on the squad is allowed 3 accidental shootings per month for crooks that think about getting away. In Brazil the cops open fire from a chopper if a car doesn't stop on the highway.

    I just want to know whats the point of rushing like that and putting lies at risk on the road when there was already some other guys guarding the car and it looks like the criminals were long gone

      The point for rushing is to get there as quick as possible. What happens if an innocent someone is in the car. Driving at the speed limit allows the criminals to get away. The next time people see a cop speeding on their way to a crime scene, a shootout, a robbery, tell the cops to slow down.

Let me make make it simpler for you. what is the point of rushing to a scene that's already under control? obviously if the police are still in pursuit of the criminals they should speed and we should obey and get out of the way. But in this case everything was already under control

    You are endangering ppl lives on the road.
    Sirens are not allowed except for govt emergency vehicles.
    Your LED lights are for when you are stationary.
    You need to follow the speed limits and not cause harm to other motorists.
    You are just a cowboy looking for action.
